ステージやゴールの直接的なバグではないけれど、ゴール出来ない期間に投げたガチアサリが有効になると、シュート防衛が免除されてる期間にシュート防御をミスしたことにされちゃってるからルール設計上意図した挙動じゃないのは誰の目にも明らか。
ホコ籠城はルール設計の内側なので全然別の話。

何がバグなの？
「ゴールにガチアサリが接触するとゴールが開く」っていう仕様とステージの構造が上手く噛み合わせられるってだけじゃん

「ホコを籠城しやすい地形に持って行くことで、ステージによってはカウント不利側がほぼ詰む」っていうステージと仕様の噛み合いと何も変わらない
